We have practically approved the Loan advance, but it cannot be formally sanctioned until the Ordinance is received.
Then, if Lord Ripon approves the Appropriation Ordinance (Paper circulated), we can telegraph that the Public Works (all of which are included in that "Approp Ord.") can be proceeded with, without waiting for the Loan Order to be sanctioned.
